Barbara Bowmar

Barbara has twenty years of experience as a Dean and adult educator
in the public post secondary system. Her professional experience
at a senior management level has given her skills in project management,
institutional and program evaluation, workshop planning and facilitation,
strategic and operational planning, program and curriculum design,
human resource management and financial management. In private practice,
she has specialized in long-range planning, evaluation of programs
and services and assisting organizations with their preparation
for accreditation. Responding to demands on organizations
for assessment and accountability, she facilitates positive processes
designed to increase professionalism and to build teams. When a
project is complete she leaves the clients with value-added skills
and knowledge.

Reed offers his skills in research methods and program evaluation
in social, health, education and labour projects. Reed has been
an active member of the Canadian Evaluation Society since 1990.
He was President of the BC Chapter of CES. With over fifteen years
experience as a private research consultant working in social/educational
settings, he bridges the gap between research and applied fields.
Reed has held teaching positions in several institutions, including
two provincial University Colleges with a focus on qualitative/quantitative
research methods. He recently completed a posting as educational program
evaluator in Honolulu, Hawaii, serving ten of the English speaking
Pacific island nations. He is now located on Vancouver Island.
Garth Homer
Master of Library & Information Science

Garth brings to the Consortium his information technology expertise
of twenty years. He has worked and taught in Canada and the United
Kingdom. He has also held research and teaching positions
at the University of Sheffield (visiting fellow), Brighton University
and the University of British Columbia. Garth has conducted funded
research projects for the British Council, Human Resources Development
Canada and B.C. Ministry of Education's Centre for Curriculum Transfer
and Technology. Garth's expertise will be used in projects which
require information management, demographic and statistical research
and background literature analysis.
Guy Leclerc

Laval University
Guy brings extensive experience in public administration as a senior
manager, reseacher and consultant at both national and international
levels. Guy's expertise includes program evaluation, organizational
reviews, management cultures, down sizing and executive career planning.
A former Deputy Comptroller of Canada, Guy is the principal author
of a recent reference book on accountability, performance reporting,
and comprehensive audit. His experience in the health field has
included projects dealing with legislation, governance, quality
assurance, cost containment, compensation issues, institutional
mergers and health care system rationalization.
Paula Morrison

Paula Morrison offers a high degree of business and technical aptitude
with extensive experience in research and information management.
Paula thrives on problem solving and delivering practical and comprehensive
knowledge to resolve organizational challenges. Her experience includes
working in business, government, non-profit, and aboriginal organizations.
Paula possesses computer network administration certification and
is a member of the Okanagan Science & Technology Council.
Kelly Fix

J. Fix (BBA) is a local businessman who has a keen understanding
of marketing concepts and customer service strategies contributing
to a business philosophy effective across a wide-range of industries.
Kelly has over twenty-five years experience in the transportation
industry in both cargo and passenger service. His results oriented
management style has driven his companies to the forefront of their
prospective industries. His leadership in the academic Business
Program at Okanagan University College earned him the title of CEO
of the Year in the BC College's Business Competition. Kelly has
developed information systems that have streamlined business processes
in small and medium sized businesses. He has coordinated and managed
a number of large events and has led teams in business, non-profit
events and academic landscapes. His skills in business process redesign
have saved thousands of dollars for clients.
Kathy Hofmann

Kathy has 25 years teaching experience in diploma
and degree nursing programs. Her expertise in the health care field
includes pediatrics, maternity, surgical, family, and community
nursing. Recently she has expanded her practice in health promotion,
population health, and community development. As an educator, she
is experienced with adult learners in both individual and group
settings. On projects, she likes to use strength-based approaches,
and facilitative and empowering techniques to build individuals,
teams, and community. She has a strong knowledge base and experience
in research design and process, qualitative and quantitative methodologies,
data analysis, and report writing. Her particular interests are
program evaluation and facilitating research in practice.
